Council noted paper S/C06m1p2 (Reports of the Creative and Performing Arts Committees) setting out the reports of the meetings of the Creative and Performing Arts Committees held on 15 December together both committee’s recommendations and comments on the art form scenarios and CFO placements.
Council considered paper S/C06m1p3 (Strategic Review outcomes and recommendations) giving details of the new “synthesis” model and approved in principle the list of foundation organisations and priority projects.

After Council had endorsed the new model as indicated in the ‘synthesis’, Heads of Department identified each CFOs new status and funding relationship as Foundation, Flexible and Flexible (project).
Group Heads endorsed placements.
Performing Arts and Creative Arts Committees met on 22 February and 24 February respectively, to formalise a set of comments and recommendations on the CFO placements for Council’s Consideration
Council recorded its decisions on 28 February 2006

Committee received paper S/PA06m1p1 (Strategic Review outcomes and recommendations) outlining the process, outcome to that point and definitions together with the spreadsheet giving the recommended CFO placements.
To inform Council's final decisions Committee gave their comments on the revisited artform scenarios and CFO placements.

Council approved paper S/C06m2p2 (Strategic Review outcomes and recommendations) setting out:
- The model and definitions
- The departmental narratives as they respond to the new model
- The status of the individual organisations in relation to the model and definitions
- The indicative Budget – including indicative allocations to organisations
