Strategic review - 2004
Below is a record of discussions, recommendations and Council decisions on the Strategic Review during 2004. Click on the red links below to download the documents.
Council held an informal workshop to:
- Set the scene for Council members informing future discussion on the concept of a “National Network”
- Raise the key questions that will be asked of a “National Network” and give Council members and senior staff the opportunity to respond
- Increase knowledge and understanding of the operating environment
- Provide guidance for Council officials that will inform a proposal for a “National Network”
Council meeting 30 March 2004 (not formally minuted).
Scottish Arts Council staff met with all invited Core Funded Organisations and held a workshop:
- To bring everyone up to date with progress on the national network consultation and the Cultural Commission
- To test revised principles of the new approach to national arts planning in Scotland
- To determine next stages and draw up an action plan

Paper S/C04m4p6 (2020 Arts Vision - Committee and CFO Workshops Summary Feedback) advised on two workshop sessions: one with CFOs and a joint workshop with the Capital, Creative Arts and Performing Arts Committees. It summarised the key points that arose in these meetings. Council are asked to consider the paper, the key points and the updated actions that are offered as a means of progressing the process.

Council approved paper S/C04m5p3 (Planning Guidance 2005-10) setting out the principles and timelines of the planning guidance for 2005-10

A Planning and Budgeting Context paper was tabled which set the general context within which the other papers presented to Council should be considered.
Council approved paper S/C04m6p3 (Inflationary increase in funding of Core Funded Organisations for 2005/06 and 2006/07) which proposed that, for the year 2005/06 and 2006/07, all core funded organisations should receive inflationary increases at the same rate of increase applied to our total grant which is approximately 2.6%.
Council approve paper S/C04m6p4 (CFO Review Summary) which gave the Committee and Officer recommendations for CFOs.
